He doesn't use the fox because it not only harms him and the people around him but if he loses control then he will become the fox. Naruto didn't learn Rasen-shuriken because of the fox! He learned it only because of his mastery of shadow clones. This brings me to sage mode. Naruto in sage mode is stronger 5-tail naruto which naruto can't even control. Another draw back of 3-tailed cloaked naruto is that he can't use rasen-shuriken or enter sage mode. In fact, even Madara said Naruto is stronger than Sasuke. In sage mode, Naruto has hightened speed, power, reach and even chakara although not as much as he does with the nine-tails. Naruto can't even use the fox against madara or Sasuke because Madara can control the fox. All in all sage mode naruto is waaaaayyyyyy better than cloaked naruto.
