Blood on toilet paper after I wipe?

So basically, I'm a girl and I'm 14. I haven't started my period yet but whenever I pee, my vagina hole starts to itch and I wipe it and the toilet paper will have blood on it. It's not a huge amount, but it's there and I'm not completely sure what it is. What could it possibly be?
