Does ghd thrmal spray go on damp and is it good?

Yes you can apply it to damp or dry hair. I used it some years back and never liked it. It leaves the hair very sticky. I prefer Kerastase's Nectar Thermique. It comes in the form of a cream and isn't too heavy. Its for dry and damaged hair and it protects against heat damage :-)
