(Naruto) How is wind elemental chakra rare when everyone seems to have it?

It is extremely rare, think about it, how many people really have it. Besides the ones you stated there are way more ninja in the naruto universe. Only few really have it and we all know fire and water is common. Lighting is cool but we know there are more with it we just have not seen them. I am a die hard naruto fan, and believe me i know how you feel.
