Can naruto control the nine tails cloak?

well i know he can control its chakra and he takes on this yellowish form but can he control the cloak like when bee does it he can go up to all the tails but were seen naruto cannot transform into the nine tails so its has to be less than 9 tails i think he can control more than cause the last time we saw him was thT he controlled max please tell how many tils he can control
